That's exactly what Jamarr Black did when he first moved to Cali, Colombia.
In part 2 of our conversation, Jamarr shares how much money you need to live comfortably in Cali--including the cost of health care.
I asked him about the best places to dance salsa in the area, and how Americans are treated by the locals and the police.
