So you need to go through the bottom half of that form and enter the full payment history of the set up

Set up your billing, and then you'll be able to run ads unless and until Google has suspended operations in Nigeria, which I don't think it has. The only two countries I know where Google doesn't work in China and Iran, and the third one, I think, is North Korea. But other than that, everywhere Google is available.
