After the murder of George Floyd, the United States had the largest protests in the nation’s history. Other public and private responses included corporations, organizations, and communities making policies, issuing statements, and engaging in conversations. Some political science departments issued statements. My guests today are three political scientists who looked at the substance of those statements – and reflected on what it means about the discipline of political science. Their article “An Incomplete Recognition: An Analysis of Political Science Department Statements after the Murder of George Floyd” appeared in the prestigious APSR (American Political Science Review) published by Cambridge University Press. In the podcast, the authors analyze what political scientists did – and did not do – and what their statements might tell us about how political scientists understand race, racism, and power. We also reflect on how political scientists have reacted to the second Trump presidency in a joint statement. Dr. Nadia E. Brown is Professor of Government and Director of the Women's and Gender Studies Program at Georgetown University. Dr. Brown's research interests lie broadly in identity politics, legislative studies, and Black women's studies. While trained as a political scientist, her scholarship on intersectionality seeks to push beyond disciplinary constraints to think more holistically about the politics of identity. She previously discussed in one of her books on the NBN: Sister Style: The Politics of Appearance for Black Women Political Elites (co-authored with Danielle Casarez Lemi). Dr. Fernando Tormos-Aponte is an Assistant Professor of Sociology at the University of Pittsburgh and Policy Lead for the Just Transition Alliance. Dr. Tormos-Aponte specializes in environmental and racial justice, intersectional solidarity, identity politics, social policy, and transnational politics. Dr. Tormos-Aponte’s research on social movements focuses on how social movements cope with internal divisions and gain political influence. Tormos-Aponte also investigates civil society claims about the uneven government response across communities. His work in this area examines the causes and consequences of government neglect of socially vulnerable communities during disaster recoveries. Dr. Janelle Wong is Professor of Government and Politics and Professor of American Studies at the University of Maryland, College Park. She is also the Director of the Asian American Studies Program. Dr. Wong’s research focuses on race, immigration, and political mobilization. As a scholar and teacher, Wong has worked closely with social service, labor, civil rights, and media organizations that serve the Asian American population. On this episode, rural sociologist Dr. Irna Hofman explores how Tajikistan’s cotton fields illuminate shifting power dynamics in Central Asia, historically and in the present. She discusses how the Soviet Union once showcased cotton production to visiting delegations—particularly from Muslim-majority countries—as evidence of its development model. Now, as global powers, including Russia, China, and the EU, vie for influence in the region, cotton has again become a strategic commodity—used to forge political ties, secure resources, and drive infrastructure projects. Hofman highlights local communities’ active role in shaping these developments, emphasizing that rural landscapes are not simply backdrops for a “New Great Game,” but sites where broader geopolitical forces and grassroots agency intersect. Through her long-term fieldwork, she illustrates how Tajik farmers navigate and negotiate these overlapping external interests, and in doing so, reframe Central Asia’s future amidst geopolitical tensions. Dr. Hofman specializes in agrarian and social change in Central Asia, where she has worked since 2012. She completed post-doctoral research at Oxford's Faculty of Asian and Middle Eastern Studies as part of an ERC-funded project "China, law and development." In 2019, she obtained her Ph.D. from Leiden University in the Netherlands with a dissertation focused on the political economy of agrarian transformation in Tajikistan: "Cotton, control, and continuity in disguise: The political economy of agrarian transformation in lowland Tajikistan." Her research interests span political economy, political ecology, and political sociology. In recent years, she has focused on rural labour, gender, and commodity politics. Dr. Hofman is completing a monograph based on her dissertation and post-doctoral research projects. Her research agenda for the coming years centers on the rural everyday of geopolitics, focusing on China's growing assertiveness in the global agrifood regime, shifting geographies of production, and rural labour. Late Soviet Britain: Why Materialist Utopias Fail (Cambridge UP, 2023) demonstrates that a major part of the answer lies in the transformation of its state. It shows how Britain championed radical economic liberalisation only to weaken and ultimately break its own governing institutions. The crisis of democracy in rich countries has brought forward many urgent analyses of neoliberal capitalism. This book explores for the first time how the 'governing science' in Leninist and neoliberal revolutions fails for many of the same reasons. These systems may have been utterly opposed in their political values, but Abby Innes argues that when we grasp the kinship in their closed-system forms of economic reasoning and their strategies for government, we may better understand the causes of state failure in what remains an inescapably open-system reality. Generations of social scientists and historians have argued that the escape from empire and consequent fragmentation of power - across and within polities - was a necessary condition for the European development of the modern territorial state, modern representative democracy, and modern levels of prosperity. The Catholic Church and European State Formation, AD 1000-1500 (Oxford UP, 2022) inserts the Catholic Church as the main engine of this persistent international and domestic power pluralism, which has moulded European state-formation for almost a millennium. The 'crisis of church and state' that began in the second half of the eleventh century is argued here as having fundamentally reshaped European patterns of state formation and regime change. It did so by doing away with the norm in historical societies - sacral monarchy - and by consolidating the two great balancing acts European state builders have been engaged in since the eleventh century: against strong social groups and against each other. The book traces the roots of this crisis to a large-scale breakdown of public authority in the Latin West, which began in the ninth century, and which at one and the same time incentivised and permitted a religious reform movement to radically transform the Catholic Church in the period from the late tenth century onwards. Drawing on a unique dataset of towns, parliaments, and ecclesiastical institutions such as bishoprics and monasteries, the book documents how this church reform movement was crucial for the development and spread of self-government (the internal balancing act) and the weakening of the Holy Roman Empire (the external balancing act) in the period AD 1000-1500. Mass violence comes not only from states, but also from people. By analyzing mass violence as social interaction through survivor accounts and other sources, Conditions of Violence (de Gruyter, 2024) presents understudied agents, aims and practices of direct violence and ways of action of those under persecution. Sound history – examining the noises of mass violence and persecution – is particularly telling about such practices. This volume shows that violence can become socially hegemonic, and some people claim a freedom to kill as a political right. To scrutinize indirect violence, which is often imperialist in character and claims many victims, the book proposes the concept of conditions of violence. These conditions are produced by definable groups of actors and foreseeably harm definable groups (which differs from the anonymous and static ‘structural violence’). This is exemplified in a case study concerning famines in World War II and another on COVID-19 as mass violence. Constitutional Ratification Without Reason (Oxford UP, 2022) focuses on constitutional ratification, the procedure in which a draft constitution is submitted by its creators to the people or their representatives in an up or down vote determining implementation. Ratification is increasingly common and routinely recommended by experts. Nonetheless, it is neither neutral nor inevitable. Constitutions can be made without it and when it is used it has significant effects. This raises the central question of the book: should ratification be recommended? Put another way: is there a reason for treating the procedure as a default for the constitution-making process? Surprisingly, these questions are rarely asked. The procedure’s worth is assumed, not demonstrated, while ratification is generally overlooked in the literature. In fact, this is the first sustained study of ratification. To address these oversights, this book defines ratification and its types, explains for the first time the procedure’s effects, conceptual origins, and history, and then concentrates on finding reasons for its use. Specifically, it builds up and analyzes the three most likely normative justifications. These urge the implementation of ratification because the procedure: enables the constituent power to make its constitution; fosters representation during constitution-making; or helps create a legitimate constitution. Ultimately, these justifications are found wanting, leading to the conclusion that ratification lacks a convincing, context-independent justification. Thus, experts should not recommend ratification as a matter of course, practitioners should not reach for it uncritically, and—more generally—one should avoid the blanket application of concepts from democratic theory to extraordinary contexts such as constitution-making. Jeffrey Lenowitz is the Meyer and W. Walter Jaffe Associate Professor of Politics at Brandeis University, focusing on political theory. His research explores the the procedures uses to create new constitutions; constituent power and constitutional theory; the concept of legitimacy in the social sciences; voting ethics; and other aspects of democratic theory and institutional design. Before the creation of the European colonial states in the nineteenth century, Southeast Asia had hundreds of royal families, large and small. Today, only a small number survive. In his book, Champassak Royalty and Sovereignty: Within and Between Nation-States in Mainland Southeast Asia (U Wisconsin Press, 2024), Ian Baird uncovers the history of one of these royal lineages, the House of Champassak, located formerly in southern Laos. Dating back to the late seventeenth century, this royal lineage has survived enormous political changes in Laos and the surrounding region: including becoming a vassal of the Thai kingdom; French colonial rule; national independence; and the communist takeover of Laos in 1975. Part of what makes the challenges that collectively are called the “environmental crisis” so difficult is that the vocabulary we deploy in thinking and discussing the issues emerged under social conditions that are far removed from our present. Based on nearly a decade of research in some of the world’s most challenging conflict zones, Edges of Care offers a profound account of abandoned lives and lands, and how they endure and sometimes thrive once left to fend for themselves. Leshem interrogates no man’s land as a site of radical uncaring: abandoned by a sovereign power in a relinquishment of responsibility for the space or anyone inside it. To understand the ramifications of such uncaring, Leshem takes readers through a diverse series of abandoned places, including areas in Palestine, Syria, Colombia, Sudan, and Cyprus. He shows that no man’s land is not empty of life, but almost always inhabited and, in fact, often generative of new modes of being.
