In Menace to the Future: A Disability and Queer History of Carceral Eugenics (Duke UP, 2024), Jess Whatcott traces the link between US disability institutions and early twentieth-century eugenicist ideology, demonstrating how the legacy of those ideas continues to shape incarceration and detention today. Whatcott focuses on California, examining records from state institutions and reform organizations, newspapers, and state hospital museum exhibits. They reveal that state confinement, coercive treatment, care neglect, and forced sterilization were done out of the belief that the perceived unfitness of disabled, mad, and neurodivergent people was hereditary and thus posed a biological threat—a so-called menace to the future.

Whatcott uncovers a history of disabled resistance to these institutions that predates disability rights movements, builds a genealogy of resistance, and tells a history of eugenics from below. Theorizing how what they call “carceral eugenics” informed state treatment of disabled, mad, and neurodivergent people a century ago, Whatcott shows not only how that same logic still exists in secure treatment facilities, state prisons, and immigration detention centers, but also why it must continue to be resisted.

The asylum--at once a place of refuge, incarceration, and abuse--touched the lives of many Americans living between 1830 and 1950. What began as a few scattered institutions in the mid-eighteenth century grew to 579 public and private asylums by the 1940s. About one out of every 280 Americans was an inmate in an asylum at an annual cost to taxpayers of approximately $200 million. Using the writing of former asylum inmates, as well as other sources, Writing Mad Lives in the Age of the Asylum (Oxford UP, 2025) reveals a history of madness and the asylum that has remained hidden by a focus on doctors, diagnoses, and other interventions into mad people's lives. Although those details are present in this story, its focus is the hundreds of inmates who spoke out or published pamphlets, memorials, memoirs, and articles about their experiences. They recalled physical beatings and prolonged restraint and isolation. They described what it felt like to be gawked at like animals by visitors and the hardships they faced re-entering the community. Many inmates argued that asylums were more akin to prisons than medical facilities and testified before state legislatures and the US Congress, lobbying for reforms to what became popularly known as "lunacy laws." Michael Rembis demonstrates how their stories influenced popular, legal, and medical conceptualizations of madness and the asylum at a time when most Americans seemed to be groping toward a more modern understanding of the many different forms of "insanity." The result is a clearer sense of the role of mad people and their allies in shaping one of the largest state expenditures in the nineteenth and early twentieth centuries--and, at the same time, a recovery of the social and political agency of these vibrant and dynamic "mad writers." "Herta Müller should share her Nobel with the Securitate." This comment by a former officer in the Romanian secret police, or Securitate, was in reaction to hearing that Müller, a German writer originally from Romania, had won the 2009 Nobel Prize for Literature. Communist Romania's infamous secret police was indeed a protagonist in Müller's work, though an undesired and dreaded one: most of her writings are deeply and explicitly anchored in Ceaușescu's Romania and her own traumatic experiences with the Securitate. Müller's file traces her surveillance from 1983 until after she emigrated to West Germany in 1987. She has written extensively in reaction to reading her file, but primarily addresses its gaps, begging the question what information the file does in fact contain. The Secret Police Dossier of Herta Müller: A "File Story" of Cold War Surveillance (Camden House, 2023) is an in-depth investigation of Müller's file, and engages with other related files, including that of her then-husband, the writer Richard Wagner. Valentina Glajar treats the files as primary sources in order to re-create the story of Müller's surveillance by the Securitate. In such an intrusive culture of surveillance, surviving the system often meant a certain degree of entanglement: for victims, collaborators, and implicated subjects alike. For over a century Mexico has been embroiled in a drug war dictated by the demands of their neighbor to the north. In The Dope: The Real History of the Mexican Drug Trade (W. W. Norton, 2021), Benjamin T. Smith offers a history of the trade and its effects upon the people of Mexico. As he reveals, at the start of the 20th century drugs such as marijuana and opium were largely on the margins of Mexican society, used mainly by soldiers, prisoners, and immigrants. The association of marijuana with a bohemian subculture in the early 1920s prompted the first punitive laws against it, while the use of opium by Chinese immigrants led Mexican officials to target the drug as a means to arrest the country’s Chinese population. Yet the drug trade thrived thanks to the growing demand for marijuana and heroin in the United States. In response, American officials pressured their Mexican counterparts to end drug production and distribution in their country, even to the point of ending the effort to provide heroin in a regulated way for the country’s relatively small population of heroin addicts. Yet these efforts often foundered on the economic factors involved, with many government officials protecting the trade either for personal profit or for the financial benefits the trade provided to their states. This trade only grew in the postwar era, as the explosion of drug use in the 1960s and the crackdown on the European heroin trade made Mexico an increasingly important supplier of narcotics to the United States. The vast profits to be made from this changed the nature of the trade from small-scale family-managed operations to much more complex organizations that increasingly employed violence to ensure their share of it.
